Selectmen minutes December 1, 2003
The weekly meeting of the Board of Selectmen was held on Monday evening, December 1, 2003 at 7:30 p.m.

Mr. Hardy stated that he would be making a statement relative to ongoing issue regarding a police officer at the end of tonight's meeting prior to the Board going into Executive Session.

Appointment
Charles Muise, East Bridgewater Kiwanis, met with the Board and went over the change of parade route for the annual Christmas on the Common Parade, which will form at the Shaw's warehouse off Laurel Street and proceed down Spring Street to the Common. Noted that all drop-offs for the parade should use the Laurel Street entrance. Noted that the Kiwanis is again selling Christmas Trees; all proceeds go to their charities.

Mr. Muise also noted that the Kiwanis is always looking for members and invited any interested resident to attend one of their meetings, which are held on Thursday evenings at 6 p.m. at the Standish Grille.

Appointment

George Samia, Town Accountant, Frank Savino, town Treasurer and Cheryl Pooler, Director of Assessing met with the Board to discuss their report on Quarterly Tax Billing.

A discussion was held relative to the advantages of the Town going to quarterly billing. Mrs. Pooler explained how new growth could be used assessed through June 30; full assessment of new buildings/additions; better cash flow.

Mr. Savino explained the costs associated with changing to quarterly billing; electronic lock box costs, conversion of program to quarterly, additional postage and printing costs for additional two bills; need to add a person to Collector's office, at this time would be part-time, doesn't believe that he will need a full-time person.

Mr. Samia noted that the costs listed on the information sheets is a worse case scenario.


Board of Selectmen -6- December 1, 2003

Mr. Savino noted that the town needs to adopt Chapter 653 along with approving quarterly tax billing.

Discussion was held regarding electronic posting of tax bills, collections, scanning device, time frame to implement changes.

Board requested that Mr. Savino report back on the time frame for software vendor to change system.

Mrs. Pooler noted that tax bills must be mailed out by June 30.

Mr. Greene noted that a Special Town Meeting could be held in February to accept Chapter 653 and approve quarterly tax billing; then the billing could be implemented as soon as possible.

Open Forum
Town Counsel, John Stuebing updated the Board on the Rivers Edge issue. Noted that a meeting has been held with the developers attorney; Diane Carchidi, representing the homeowners association was part of meeting via conference phone. A second meeting will be held this week.

Mr. Hardy noted that the deadline for submission of letters of interest for appointment to the Town Administrator Search Committee is December 12.

Mr. Hardy made the following statement on behalf of the Board of Selectmen:

The Board of Selectmen acting as Appointing Authority relative to Police Department issue has placed Officer John L. Silva III on paid administrative leave until further notice and has scheduled a hearing for December 15, 2004 at 8:00 p.m. to consider disciplinary action or other action.

The Board continues to review issues and is keeping an open mind.

Mr. Walsh informed the Board that the Sewerage Study Committee was meeting this Thursday.

Mr. Greene requested that on the Board's agenda for December 22 that Quarterly Tax Billing be placed under Discussion Items and that the Board can then discuss further and take a vote.

Mr. Hardy noted that the ad for the position of Town Administrator is in the Beacon.

M/Greene, s/Walsh, move to close Open Session and go into Executive Session for the purpose of discussing pending litigation, deployment of security personnel and investigation of misconduct and will not be returning to Open Session.
VOTE: Yes - Greene, Walsh, Hardy; a unanimous vote in favor.
